FY25: Appropriations and Community Project Funding

Community Project Funding Requests

The U.S. House Committee on Appropriations solicited Community Project Funding (CPF) requests from Members in addition to the standard programmatic and language-based requests. Each Member is limited to no more than 15 Community Project Funding requests across all subcommittees for the Fiscal Year, and there is no guarantee that projects will be funded. The FY24 CPF process is limited scope with combined total of all house and senate projects capped at 1% of all discretionary spending and eligible accounts restricted to those listed in the table below.

Please note:

  • A request submitted through the website does NOT guarantee the project will be selected.
  • The selection of a project does NOT guarantee it will be funded by the Appropriations Committee.

Eligibility:

Only state and local government entities, public institutions, and non-profit entities are eligible to submit and receive funding through CPF. Funding cannot be directed to for-profit entities and will not include waivers for State or local match requirements. While matching funds do not have to be in-hand prior to the request, requesting entities must have a plan to meet such requirements for the project to be viable. Additionally, each submission must be for FY24 only and cannot include multiyear funding requests. The Committee will only consider projects with demonstrated community support in the form of: letters from local elected officials; press articles highlighting need; support from newspaper editorial boards; mentions on State intended use plans, community development plans, or other publicly available planning documents; resolutions passed by city councils or boards; etc.

Transparency

The final 15 CPF requests selected and submitted to the Appropriations Committee are posted on this page. Members will be required to certify that neither they nor their immediate family have a financial interest in the CPF requests made.

Project Name: Stockton Blvd/Fruitridge Road Safety Improvements Project

Requested Amount: $6,415,000
Project Description: The Fruitridge Road Improvements Project in South Sacramento, between 65th Street Expressway and Power Inn Road, including the Stockton Blvd intersection will calm traffic, provide comfortable bicycle lanes, and improve safety for bicyclists, pedestrians, and drivers. The proposed improvements include a lane reduction, new protected bikeways, curb extensions, crosswalk enhancements, signal upgrades, and rehabilitating pavement in poor condition to a state of good repair.

Project Name: Sacramento Stitch Park Riverfront Reconnection Project

Project Description: This project will reconnect downtown Sacramento with an underutilized natural resource in the Sacramento River. The riverfront is currently separated from downtown Sacramento by a 10-lane, below-grade section of Interstate 5.  Funds will be utilized for project specific design with a focus on green space development, active transportation mobility, linkages between economic catalyst sites, and riverfront connectivity.

Project Name: Mobile Behavioral Response Unit

Project Description: Funding will be used for two Behavioral Health Response Units to enhance the City of Sacramento's established Department of Community Response and support current field staff in addressing adversely impacted areas of our community.

Project Name: Funding will be used to relocate and rehabilitate the Emergency Medical Services Division to a facility on Meadowview Road. The project will enhance daily operations and promote greater collaboration among city emergency response agencies.

Project Description: The project will reconstruct ramps and widen the structure at the Hood/Franklin Road Interchange at Interstate 5 (I-5) as part of the effort to connect Kammerer Road between I-5 and SR-99.

Project Name: “Safe Stay Community” Project

Project Description: This project will purchase a currently leased building at the corner of Florin Road and Power Inn Road which serves up to 125 unhoused people. The cost of the current lease reduces the funding that can go to programming. Sacramento County is seeking to purchase the site to ensure long term access, reduce annual rental costs, and allow long term stability of the program.

Project Name: Autonomous Vehicle Research and Development Infrastructure

Project Description: This project will establish a testing track for Electric Autonomous Vehicle research and development though Sacramento State University and the California Mobility Center. This track creates a controlled environment to simulate real-world conditions, making research and development possible in autonomous driving technologies and improving safety, reliability, and efficiency.

Project Description: This project will install electric vehicle charging infrastructure and  train students in that infrastructure and other green job skills on Sacramento State’s Campus.

Project Name: West Sacramento Trail System Extension Project

Project Description: Funding will support work on the Clarksburg branch trail, Barge Canal trail, and Sycamore trails to strengthen the West Sacramento trail network.

Project Name: Family Meal Sacramento

Project Description: Funding will be used for an economic and workforce development project to address food security, food access, and nutrition in an underserved and high need community utilizing small businesses and micro-food hub infrastructure.  Family Meal, in partnership with the City of West Sacramento, will pilot an innovative project that works with West Sacramento restaurants to provide meals to high need populations in their community.

Project Name: Fire Training Center Modernization
Requested Amount: $2,000,000

Project Description: Funding will modernize the William Perry Schulze Fire Training Facility, a 25-year-old modular building that is at the end of lifecycle. The updated structure will house training and education services for regional fire training serving all of south Sacramento County and beyond.

Project Name: City College & Fruitridge Light Rail Station Modernization

Project Name: Cosumnes River Multi-Benefit Project
Requested Amount: $2,000,000

Project Description: Funding will provide technical, planning and design assistance for the Cosumnes River Multi-Benefit Project. The project will support County efforts to identify flood risk reduction measures along the Cosumnes River and identify opportunities for additional habitat and water supply reliability benefits in the Lower Consumnes River.

Project Name: Delta Environmental and Safety Project

Project Description: Funding will be used to acquire patrol boats and supporting equipment for the location and removal of vehicles and other hazardous materials from the Sacramento River Delta.

Project Name: UC Davis MIND Institute Intellectual/Developmental Disability (IDD) Workforce Development Project

Project Description: Funding will enable the UC Davis MIND Institute to build a framework to help individuals with intellectual/developmental disabilities achieve competitive integrated employment (CIE).
