Infrastructure Investment and Jobs Act

President Biden has signed the Bipartisan Infrastructure Investment and Jobs Act, delivering a historic investment in the American people. This comprehensive infrastructure bill prepares us for the future by providing critical support to repair our aging roads, bridges, and schools, combat climate change, and give American innovators the tools necessary to build our economy back better.

This package will create millions of good-paying jobs and rebuild our country’s infrastructure in a sustainable and equitable way. The bill designates 40% of clean infrastructure investments to disadvantaged communities, supports 20,000 miles of highways, roads, and bridges, and provides investments in electric vehicles, clean energy, affordable housing and universal broadband access.

I fought hard to include investments that will benefit infrastructure projects in our region in this historic legislation, and I’m proud to see President Biden sign this crucial support into law. Below are some of the most exciting parts of this legislation. 

Congresswoman Matsui’s Infrastructure Investment and Jobs Act Accomplishments 

Flood Protection Infrastructure ($2.5 billion)

  • New investments for flood protection that can help advance projects that are crucial for the region like the West Sacramento Project, Natomas Basin levee improvements and Yolo Bypass Study

Roads, Bridges Major Projects ($110 billion)

  • Repairs and rebuilds our roads and bridges with a focus on climate change mitigation, resilience, equity, and safety for all users — including cyclists and pedestrians

 Public Transit ($48.5 billion)

  • Largest federal investment in public transit in history and is the largest federal investment in passenger rail since the creation of Amtrak

Airports ($25 billion)

Infrastructure Financing Authority ($20 billion)

  • Creates infrastructure for financing banks to provide capital for large projects — the first of its kind

 Ports & Waterways ($16 billion)

 Electric Vehicles & Transit ($15 billion)

  • Accomplishes President Biden’s goal of building 500,000 electric vehicle (EV) chargers.

 Power and Grid ($73 billion)

  • Builds thousands of miles of new, resilient transmission lines to facilitate the expansion of renewable energy, including through a new Grid Authority.

 Broadband ($65 billion)

  • State and local block grants to facilitate new buildout in unserved or underserved areas.

Water Infrastructure ($55 billion)

  • Eliminates lead pipes and services lines, improves water storage, drought contingency, and dam safety.
  • Army Corps of Engineers (the federal agency that oversees all Sacramento flood projects) ($11.6 million)
  • Western Water Infrastructure and Drought ($8.3 billion)

Power Infrastructure

  • Grants for energy efficiency improvements and renewable energy improvements at public school facilities ($500 million)
    • updates or replaces ventilation systems
    • invests in energy efficient, green technologies in schools across the nation
    • reduces transportation pollution from cars and school buses
  • Upgrades U.S. Department of Education extreme weather events grid resiliency ($5 billion)
    • weatherize electric grids across the nation
    • assist electricity providers and suppliers with federal funding to protect their facilities and infrastructure against future extreme weather events

 Wildfire Protection and Prevention

  • Provides funding for community wildfire defense grants, mechanical thinning, controlled burns, the Collaborative Forest Restoration Program, and firefighting resources ($8 billion)
