FY26 Community Project Funding Requests
The U.S. House Committee on Appropriations solicited Community Project Funding (CPF) requests from Members in addition to the standard programmatic and language-based requests. Each Member is limited to no more than 15 Community Project Funding requests across all subcommittees for the Fiscal Year, and there is no guarantee that projects will be funded. The FY26 CPF process is limited scope with combined total of all house and senate projects capped at 1% of all discretionary spending and eligible accounts restricted to those listed in the table below.

- A request submitted through the website does NOT guarantee the project will be selected.
- The selection of a project does NOT guarantee it will be funded by the Appropriations Committee.
Eligibility:
Only state and local government entities, public institutions, and non-profit entities are eligible to submit and receive funding through CPF. Funding cannot be directed to for-profit entities and will not include waivers for State or local match requirements. While matching funds do not have to be in-hand prior to the request, requesting entities must have a plan to meet such requirements for the project to be viable. Additionally, each submission must be for FY26 only and cannot include multiyear funding requests. The Committee will only consider projects with demonstrated community support in the form of: letters from local elected officials; press articles highlighting need; support from newspaper editorial boards; mentions on State intended use plans, community development plans, or other publicly available planning documents; resolutions passed by city councils or boards; etc.

Project Description: This project will reconnect downtown Sacramento with an underutilized natural resource in the Sacramento River. The riverfront is currently separated from downtown Sacramento by a 10-lane, below-grade section of Interstate 5. Funds will be utilized for project specific design with a focus on green space development, active transportation mobility, linkages between economic catalyst sites, and riverfront connectivity.

Project Name: Mosaic Village Supportive Housing and Community Development

Project Description: To rehabilitate two vacant acres near the West Sacramento city center into an integrated, restorative campus. Developed in partnership with the nonprofit Mercy Coalition of West Sacramento, the Village will provide permanent supportive housing, mental health services, workforce development, a green technology hub, emergency food and clothing services, an urban farm, and substance-use recovery programs.

Project Description: To upgrade the existing Florin Safe Stay Community, a non-congregate shelter site, by installing permanent modular sanitation facilities and creating permanent outdoor gathering areas for guests and their pets. These upgrades will improve shelter operations, health conditions, and community integration for up to 125 individuals experiencing homelessness in Sacramento County.
