Appropriations and Community Project Funding
FY26Programmatic RequestsOne of Congress' most fundamental constitutional duties is the Appropriations process — the annual allocation of funds for federal discretionary programs, supporting everything from national defense to interstate transportation to food assistance for low-income seniors to research and development, and much more. Though Congresswoman Matsui is not a member of the Appropriations Committee, Congresswoman Matsui is able to submit requests for funding for programs that support the people of the Sacramento region. While we are awaiting final guidance from the Appropriations Committee, groups and individuals should submit their request as soon as possible — we will follow up if any additional information is needed. Details required to submit this form include information regarding previous years funding, which agency, account, and appropriations subcommittee the request falls under, what other members are submitting the request, as well as a summary of the request. The deadline to submit a programmatic request for Congresswoman Matsui to consider has been extended to APRIL 18th, 2025, at 11:59 pm EST / 8:59 pm PST. Programmatic Request can be submitted here. *Submission does not guarantee that the request will automatically be made to the House Appropriations Committee or that the Committee will honor the request. Community Project Funding RequestsThe Community Project Funding (CPF) process is an opportunity for state, local, and tribal governments, and nonprofit organizations to apply to obtain funding for projects that would benefit from a one-time allocation of funds. These projects are limited by rules set by the House Appropriations Committee Majority. This includes restrictions on what accounts projects can be requested from, what information needs to be available, and what information will be available publicly. The House Appropriation Committee has not yet issued guidance for the FY26 process. However, to give applicants more time to submit and Congresswoman Matsui more time to fully consider each project she is accepting applications before FY 26 guidance is published. It is likely that once the Appropriation Committee issues FY 25 relaces guidance staff will reach out to applicants with additional or clarifying questions. It is assumed rules and restrictions similar to the FY 25 process will apply to the FY 26 process. Additional general guidance on the CPF process can be found HERE.
